The Federal Motor Carrier Safety Administration (FMCSA) is rolling out a major update to its Compliance, Safety, Accountability (CSA) scoring methodology in 2025. These changes aim to provide clearer, fairer, and more actionable safety data for fleets—and it’s essential that carriers prepare now to avoid surprises.

What Are CSA Scores?

CSA scores are how the FMCSA monitors and identifies high-risk carriers. These scores are based on a company’s roadside inspection data, crash reports, and violations, and they directly influence your likelihood of receiving audits, fines, or interventions.

Key Updates to the CSA Scoring System in 2025

1. New Naming Structure

The traditional “BASICs” (Behavior Analysis and Safety Improvement Categories) are being renamed “safety categories” for greater clarity and public understanding.

2. Category Reorganization

Safety categories are being restructured to better reflect risk. For example, “Vehicle Maintenance” will now be split into two:

  • Vehicle Maintenance
  • Vehicle Maintenance: Driver Observed

3. Violation Consolidation

Similar violations will be grouped to simplify data and reduce redundancy. This change aims to help carriers better understand their actual safety performance.

4. Simplified Severity Weights

FMCSA is moving to a simplified severity weight system, focusing more clearly on violations that directly impact safety.

5. Increased Focus on Recent Violations

The new system will place more weight on recent violations. If a carrier goes 12 consecutive months without any reportable issues in a specific category, that category score may be suppressed entirely.

6. Adjusted Intervention Thresholds

Intervention thresholds—the score levels that trigger FMCSA action—are being refined to better prioritize high-risk behavior and reduce false positives.

7. Updated Utilization Factor

The updated scoring model considers fleet size and activity levels more accurately, which is particularly helpful for smaller or seasonal carriers.

When Do These Changes Take Effect?

We are currently in Phase 2 of the rollout, where the FMCSA is reviewing industry feedback and fine-tuning the final structure. The updated scoring system is expected to go live later in mid-to-late 2025.
